Is it possible to use the old vocalizer voices on iOS with or without jailbreak?

Don't think you can do it without jailbreaking your device, but I know it used to be done by jailbreaking the device on devices with older versions of iOS that did not support more than one voice per language by default. Now you might even be able to add new voices without having to delete or replace the current ones.

Well, I do not think you can even get the old vocalizer voices on the new iPhones. You can only have the current ones. In order to really get the old ones, you'd have to update to the really outdated versions of iOS, which is not supported on iOS devices.

As I said, we should no longer be that much restricted as to what and how many voices we can have for one single language. One problem that makes me doubt that you'll be able to use the old voices, however, is the fact that they might conflict with the new ones.

Apple now supports third-party voices for voiceover on iOS, along with iOS16. Now with top developers, you can theoretically use yes old version vocalizer sounds, but first you need to get licenses for these sounds and write an app or wait for a developer to do it.
