Yes. They should all be the same. If you restore from an Icloud backup, all the apps from your phone should load. Often times they are larger for Ipad due to the large screen.
There are a few apps that are different for iPad and iPhone. Obviously, there's no phone app for an iPad. Some developers do iPad specific apps to take advantage of the larger screen size, but most apps are universal apps.
If you're using the same Apple ID on both your iPhone and iPad, just open the app store and choose the update tab. Then choose the "Purchased" tab and then the "not on this device" tab. You should get a list of all your apps (free or paid) that will work on your device. Just download any of them that you want on that device.
To see apps on your iPad that aren't specifically designed to run on the iPad, on the "purchased" screen you need to double tap the "iPad apps" button and select "iPhone apps" from the popup. The "universal" apps mentioned above are actually iPhone apps that are just scaled to fit the iPad screen. Generally speaking, iPads can run most iPhone apps, but iPhones can't run any iPad specific apps.
All apps that come from the App Store which were built for the iPhone will also run on an iPad, although apps that require iPhone-specific functionality, such as the flashlight or vibration, will obviously not be able to use those features.
In the App Store, by default, iPhone apps are not listed in search results or in the list of purchased apps. Therefore, you need to change the listing from iPad apps to iPhone apps before they appear.
Some apps are universal, which means they contain both iPhone and iPad interfaces within the same bundle. These will appear in the App Store listings regardless of whether it is configured to show iPhone apps or iPad apps. When you run these apps, you will always get the iPad interface, not the iPhone one, which can sometimes be quite different from what you may be used to on the iPhone.
Sometimes a developer will offer iPhone and iPad versions of their app in the App Store separately, so that you can choose to download either of them, or both if you like. Team Stream does this, for example. If I install the iPhone version of the app on the iPad, I will get an alert when I open it letting me know that there is an iPad version available, but I can then proceed to use the iPhone version on the iPad, rather than using the iPad version with a different interface. I tried both versions and preferred the iPad layout, so that is the one I am using.
Finally, there are some apps that come preinstalled on an iPhone but are missing on the iPad, such as Weather, Calculator, and Stocks. There is no way to get these apps on the iPad, so you will need to find alternative third-party apps in the App Store if you want the functionality they provide.

Good luck.
