Is it possible to insert headings into notes in the native IOS Notes app in such a way that they can be navigated using the headings option in the rotor? When I create a note with headings and I go to the headings rotor option, when I flick up and down, it tells me "heading not found".

Sadly, I don't think so. As far as I know navigate by headers doesn't work that way. Honestly I've never found Apple notes to be great at that sort of thing.
The alternatives I've used fortunately or unfortunately all involve learning basic markdown, at least enough to know that a hash at the beginning of a line is a header, the more hashes, the deeper the header level. Both Drafts and Voice Dream writer can navigate by headers using this scheme using various commands and still let you edit the file.
If you're just reading the file, then any text editor with a markdown preview mode will work, and in this case, navigate by headers does work, since it's basically turned your markdown into an web area for reading. Drafts and voice dream Writer will work for this as well, also oneWriter. There are alternatives, but they're the ones I've tried.
