Looking for advice on setting up an iPad for a new user

I just bought a 12.9 iPad pro for my mother who is visually impaired. What settings and apps would be most helpful? She greatest need is to use the iPad for reading two local newspapers. She also likes CNN, MSNBC.
Here are the steps to set up the iPad Pro:
1. Turn on the iPad Pro. Hold down the power button for at least 8 seconds. Wait until VoiceOver says "Hello" in different languages. Or, if you bought the iPad Pro and it wasn't charged, plug the iPad Pro in to power for a few minutes untill VoiceOver says Hello.
2. Swipe to the right with 3 fingers to get in to the setup screen.
3. Follow the instructions on the screen.
4. If yu are a sighted user, you can turn off VoiceOver by pressing the home button 3 times.
5. You can always turn VoiceOver back on when you are done setting up the iPad Pro.

If you don't want to use Voiceover when setting up the iPad, you can turn it on after setup by telling SIRI to turn on Voiceover. You can also set the accessibility shortcut to toggle Voiceover in settings. This way, Voiceover can be turned on and off by pressing the home button three times; as the last poster mentioned.
The best apps to use really depend on what you want to do with the device. For the news sources, I'm sure they have their own apps, but I'm not sure whether they will be accessible or not, and as both are video sources a visually-impaired person may not use them that much if they can't see the video. One alternative to this is a podcast app, of which there are many (my app of choice is downcast but others exist including the built-in apple podcasts app).
For the newspapers, they probably also have their own apps, but an option is the nfb newsline application, which allows access to U.S. (I'm assuming U.S. here based on the CNN and MSNBC) to access various newspapers and has an accessible app. If she is interested in this option, information on the program can be found at www.nfbnewsline.org and www.nfbnewslineonline.org.

I gues good night, it is 12 51 a.m. where I am, I came to the site to ask a question but I saw figure of speach!! the question and I thought to help a little if I can. let me though be very clear, I am no expert what so ever, but my friends call me kind of news freak, I don't know I love to listen on tv cnn, msnbc or fox depending from what angle I want a certain news, of course fox would be conservative and msnbc would be liberal and the meddle of the road with cnn and I am sure that it is the same in the world of apps, and by the way don't forget as you help, I am sorry, I had to go to my room to get my ipad to get the name of one apps that I like, and being late I forgot if it is your mom you are helping but it don't matter. I was going to say a side from apps don't forget to check and subcrive in the proscast, sorry if my spelling is wrong. all or pretty all the station or shows have a audio or audio video version of the show, for exemple I subcrive from fox to Grada on the record a news show on fox and I have one that it is exacly the complete show from msnbc that you can get audio only or audion plus video, but all you have to do is in the section of protcast you serch let say with just the word as cnn or fox news msnbc, and you will see all what is there and when you subcrive, in the setting you choose the detail of what is good for the blind person in question, you can for exemple have a max of ten show download and if let say you are gone and you are not listening them you wwill not come back with hundred of show but those are easy details you choose depending on the person, that is one way that I really like because, let say I like a show on a station I am not always free to listen to it or maybe I don't want the complete show, this way you can have at time a mini version of the show or the complete show, and for the apps and do not forget I am no expert, but last week I happen to find news360, I went to check on my ipad to make sure I have the spelling right so it is all in one word no space, and it is free so you can not loose anythingto try it, as I say I am hnew to the world of apps and at time let say one blind person find a certain apps pretty easy and I find it hard so it is al relative, but I really enjoy this apps I don't seem to have a lot of problem to navigate and I would say that most people on this sight have more knowledge than me so when I saw the question I thought if I do ok with the news360 apps it can not be this hard. so good luck if you choose to try it, oh and I got it of course from the apps store and you know I feel bad because I said free, but let say if the apps would have been 99 cents I would remember so it is free or the most 99 cents and I do some reading every night to relax in bed good luck!
