key repeat does not work with voice over

I'm using the latest version of iOS 13 on an SE2 which I just got a week ago. I noticed that even though I have key repeat turned on, it does not work. I was working with Apple Support as we tried different things including unpairing and repairing blue tooth connection to my apple wireless keyboard, turning on and off slide to type, restarting phone. WE then found that I have to shut off Voiceover in order for key repeat to work, which is not good. Anyone else experiencing this issue?

I've experienced this problem with my Logitech Bluetooth keyboard too but thought it was just a fluke on my end. I'm not sure if this is relevant but I don't have this problem on my MacBook. I'm not sure what's causing this issue.

I'd have to include my name to this post. I haven't been able to have the benefit of key repeat on my Bluetooth Logitech or apple smart keyboards with iOS since 13.4 or so.
There are occasions where quite randomly this feature does work... but next time under the same conditions exactly... my hopes are dashed! Lol

I've never had the issue. I can get this to work at least for me 100 percent of the time, using 14b5. Under 13.6 it worked all the time, and I really didn't do anything sptcial. In fact I don't change settings in the bluetooth part of iOs.

Since iPadOS 13.4 or so, I'm encountering the same problem. I'm using a smart keyboard folio together with an iPad Pro 11" 2018.
