Yes, iOS 13 contains the option to send VoiceOver's audio to somewhere other than your Bluetooth device that is connected at that moment. You can also change the channels that VoiceOver speaks in.

Hi, This is possible only with a bluetooth speaker on iOS 13, but it's really buggy. By default, when you turn on the bt speaker, it sends all sounds (system sounds too) to the iPhone's internal speaker, and just plays the music through the bt speaker. I sure wish it was a toggle switch, because the only way I can route all sounds to the bt speaker is to restart the durn device. Anyway, I don't have a problem with routing VO through the internal speaker, as long as I can still control the volume of VO. Under iOS 13 as of right now, once you turn on the speaker, you're kind of up a creek, because you can't adjust the volume of VO with the volume buttons as you normally would, it just adjusts the music volume. I've been staunchly reporting this to apple, and will continue to do so until it's resolved. Anyway, the long and short is, yes, there is a way, but it's buggy as heck.

I have an echo & I listen to music & audiobooks from Bard. on it. I also have a radio that is Bt. capable. And I use that too. But, I find that Vo. is a little lagging on Bt. speakers. And it cuts out @ times. And sometimes I have 2 unplug the Bt speaker &/or restart the ipad. And if I have 2 take it to another room because of wifi for example, I'd like Vo. to go through the ipad, so I can hear what it's saying without running back & forth from my bedroom to the kitchen or where ever. Once Ios. 13 comes out I'll be trying that out.

My bose soundwear has a microphone, and unfortunately, it recognizes it as a speaker, which stinks, because it's around my neck, and if my phone is across the room, it makes VO really hard to hear. My rotor volume is already up to 100, so I'm kind of out of luck, so I end up restarting my device every time I turn on the speaker. I wish apple would at least do a toggle for those of us who don't care for this feature.
I have written to apple sighting this as reference. Here is what I shared:

YES/ NO buttons
Now the trick is this dialogue box should only appear if VO is running on the users phone or any other iDevice. If the user, says NO to this dialogue box VO should be available to them on the iDevice they are using but not on the paired BT device.
I am so hoping that they do this for us; I would love to have some young women home for a party and have them not have the hint of me using VO. Somebody wants to get it on :D
From what I understand this is supposed to work if you have the option in the voiceover settings sent to HDMI turned off but even with that turned off on my phone it’s still doesn’t seem to work on my Bluetooth speaker so I think it’s only supported for certain devices that are Bluetooth speakers and not others
