an issue with focus. only wanting people in my contacts to be able to get to me by phone

I've created a focus called "Send to voice mail" where only people in my contacts should be the ones to come through in ringing my phone. However, Even as I have it set up in this particular focus, I'm still getting calls from people whom I would rather just send to voice mail. I have certain apps allowed to interrupt me, although, since my intent is to hear only from people in my contacts, I doubt that this should have been necessary. However, whether I have other apps allowed or not, the calls still come through. And yes, I do have a schedule for this particular focus. Is anyone else having this issue of this particular setting not working?

What about just turning on silent call and the only time phone will ring is when you get calls.

Unfortunately, I've found focus letting through specific contacts or contact groups unpredictable, and was unable to isolate the cause as well, so I stopped using that particular function of focus. If anyone has a fix, I'd love to know it.

by simply putting the phone under notifications that are silenced, then under calls that can go through I picked contacts only. I tested this accidentally, by using my landline to call my phone and it went straight to voice mail. I say accidentally, because I didn't have my land line number under my name. I thought I did, until looking in there. So, after adding my landline phone number under my name, then trying it again, I was able to get through. As far as contact groups, I've never mucked with that, so, this covers all my contacts, I do believe.
