To rearrange items, double-tap and hold the item. After a second or two, Voiceover will announce that it's moving the item. So if you are moving Mail, it'll say "Moving Mail." Then, without lifting your finger, drag around the screen to move the item.

If you want to make a folder, drag the item onto the item you want to share a folder with. Suppose I want to put "Mail" and "Contacts" in a folder, I'd drag Mail onto Contacts. Voiceover will announce, "On Contacts; will create folder." Hope this answers your question!

Still finding it hard to drag especially how it's gonna be if the app i wanna arrange with is too far from the other. And what if the other app is on another page?

If you swipe to the edge of the screen while dragging an icon, VO should announce "Moving to Page 1", or whatever page you're moving to. I'll admit that this behavior is a little inconsistent though, at least in my experience. Just be patient, and if you accidentally drop the app where you don't want it, drag it again 'til you get it where you want.

When I am creating a folder I move the first 2 apps i want to merge together to the first blank page. So say I have 2 pages of apps i would move them to the 3rd one. This makes it way easier to move one app on top of the other one. Once that is done I move any other apps i want into that folder one at a time to the same screen and place them in the folder. When I am done I just move the folder to the page i want. IE back to the 2nd page if i was still using the same scenario i gave before. Hope this helps.
