I just upgraded to the latest version and I noticed that no matter where I use the two-finger sweep gesture to have VoiceOver read aloud, it always jumps to the very beginning of the page during reading.
If I try to listen to anything in other software, the focus of voice over always jumps to the beginning of all elements.
I can hardly read a complete article with VoiceOver.
If you know where I should adjust the settings, please let me know.

I have the same problem VoiceOver focus issue
I have an iPhone SE (released in 2020). Since upgrading to IO S 16.3 I've been experiencing very frequent focus jumps to the beginning of the screen while using VoiceOver, almost every 10 or 20 seconds. I didn't notice this before iOS 16.3. This focus issue seems to happen more frequently, especially when using the Safari browser. Not just Safari, this is happening with any app while using VoiceOver. It's almost impossible to use the iPhone. I recently had a chance to use the iPhone SE released in 2022. However, the same focus problem occurs in this model as well. However, it only happens about once every 3 minutes, so if you're not paying attention, you may not be aware that there is a focus issue. I also asked iPhone 11 users if they were experiencing the focus jumping to the beginning of the screen. However, iPhone 11 users say they are barely aware of the focus issue. My friends, iPhone SE released in 2020 users are having the same problem as me. In my opinion, the focus problem seems to occur especially often with the iPhone SE 2020 version. Please, I desperately want an IOS upgrade version that solves this problem as soon as possible.
Most likely based on voice that you’re using
It seems to be tied to the type of voice that voiceover is using. The issue doesn’t exist with Samantha. But it does seem to exist with the Siri voice and Alex and Ava annd other voices. It’s going to be really important to contact apple about this issue. Accessibility@apple.com and/or 18772043930
