Just me and my phone here, no PC, no Mac or anything of the sort. I would like to try and mod one of those demos for Choice of Games, but apparently I will need to access inspect elements. So my question is, can it be done using my phone alone, and if so, is it even accessible?

If you are familiar with Choice of Games, then apparently, while playing one of these games on the website, you can open developer tools and use the inspector element to change game stats to your liking.

You're talking about the Web Inspector, which is a developer console for the Safari web browser that lets you examine and change the internal representation of a web page. In that case the answer is definitely "No, sorry." You've got to have a computer, even to use the Web Inspector on iOS (remotely). Sorry about that!

Web inspector on iOS
You can connect your Mac to your iPhone and enable the web inspector for iOS. I’ve never used it so don’t know how to use it at all, but I know it can be done. You can find it in Safari’s advanced preferences on Mac.
Don't forget to RTFM
If you do, you'll learn from the source (Apple) that inspecting web pages loaded in Safari on iOS is only possible from a Mac, despite claims to the contrary from a previous comment. As has already been mentioned in this thread, you must enable the web inspector via Safari's advanced settings within iOS and then connect your device to your Mac with a USB cable before you can use desktop Safari's web inspector utility to review the page currently loaded on said device. There is no mobile version of the web inspector, thus inspecting web pages in Safari from your mobile device is not possible.
