I've been able to restore earlier versions of apps to IOS using iTunes. If you have the older version of the app on a computer you may be able to delete the current version of the app and then upload the older version to your phone using iTunes. As far as actually downloading an older version from the app store, I do not believe it is possible. You should also consider that with app thinning in IOS 9 iTunes does not like to backup iPhone apps to your media library. I'm sorry this is not a complete answer. Hopefully someone else will have a better suggestion. In general Apple does not believe in downgrades. It is, for example, impossible for anyone running IOS 9.3.2 to downgrade to 9.3.1.
