hotspot quit but everything else still works and I did not change anything

Hi. Well, last week when I used my hotspot on my iPhone 4s it worked good. Yesterday I went to use it and my iPod 5 and my BrailleNote Apex which both used to be able to connect do not connect anymore. The hotspot still shows up in the network list as Jessica's iPhone, but when trying to connect to it it is stuck on in progress and I have the correct password. It used to work and I have not changed my phone plan or any of my phone's settings. Also, everything else on the phone still works. I can use the phone and texting and all the apps and everything. I can even use the data to go on the internet with my phone. I just can not use the phone's internet connection for other devices anymore. Help please.
