having my dictation read back to me automatically only happens 50% of the time

After doing the gesture to end dictation I sometimes hear the text I have just dictated read back to me and sometimes I do not. Is there any way to fix this to where I always hear my dictated text read back to me?
I have been using iOS for a long time but only since I began using an iPhone 13 minny did I notice this becoming quite a problem. It has become really frustrating and I can't figure it out. No matter what application it sometimes works and sometimes does not. I can toggle voiceover on and off and this problem happens just as much. Does anyone out there know how to fix this horrible time suck of a problem.
