I have an iPhone 5C and an iPad Mini, which are both Handoff-supported devices. I can't seem to get Handoff working though; can someone help? Bluetooth and WiFi are on, and handoff is on on both devices. They're on the same wiFi network, apple ID and iCloud accounts...

some suggestions
First, make sure handoff is enabled in settings on both devices in general>handoff and suggested apps. If it is on and it still doesn't work, try signing out of iCloud on both devices, restarting them, then signing back in. If that doesn't work, you can try resetting your network settings, although you will have to reenter your wifi network passwords, as they will be forgotten with the reset.

The first thing I would look at.
The most critical thing is that the devices must be running the most up-to-date version of IOS. Otherwise it sounds like every other setting is properly configured.
