Hello, I will try to explain my issue as clearly as possible.
In some instances, flicking to the right or left does not move to next or prior element on the screen. For example, while trying to enter passcode to use Apple Pay on an iPhone XR, flicking to the right after hearing “enter code”, I hear the digit one, but it immediately goes back to the left to “enter code”, not allowing me to tap to enter the desired digit.
It seams to me that I had this issue before, must be getting old, I do not recall how I solved it! Any help would be appreciated.

Full keyboard access?
By any chance do you have full keyboard access enabled under accessibility settings, as this in conjunction with VoiceOver can result in behaviour similar to what you describe.
