Hi,
So recently I have been having problems with downloads on my iPad. I download a file, and it appears in my downloads queue but when I try To open it, it just takes me to an empty downloads folder as though I haven’t downloaded anything at all. I’m really frustrated by this, so if anyone could tell me how to fix this I would really appreciate it.

iPadOS version?
What version of iPadOS are you running?
Have you checked if there are Software Updates for your iPad?
Update
I checked and it turns out I haven't installed iPad OS 15.1. I'm doing it now. I'll see if that fixes it.
It didn’t work!
My iPad is up to date, still no luck.

Try another browser see if the issue persists. Also Check if you iCloud storage is full.

The other thing I'd do is go into the Safari settings and check where it thinks the Download folder is and then go their directly through the files app. If it is in iCloud, it might even be worth switching it to being in a folder in "on my ipad", unless you really need your Downloads folder to be synced like that.
