My phone is 12 Pro Max.
I encountered the problem after installing iOS 17 PB 5, PB six and RC.
I have reported the problem through the feedback APp. Here is the reference number :

What I have done so far.
One. Reset all settings. This did not resolve my problem.
Two. Reset phone to factory settings and restored from the backup. This also did not resolve the problem.
Three. Delete the backup from the iCloud. Erase the phone to factory settings and setup as a new phone. The problem persists.
4. I borrowed an iPhone 13 pro and a12 pro max from two sighted friends after they had updated their phones to ios17. Their phones perform normally and do not have the problem I am facing.
Yesterday, I erased my phone again and asked my friend to use her Apple ID to set up my phone. After setting up the phone, voice over performed as it should, that is, there is no problem in the Chinese reading. I erased my phone again and use my Apple ID to do the set up. Again, the problem with Chinese VO reading came back.
I suspect my problem has something to do with the settings stored in the iCloud for my Apple ID. The settings could be corrupted.
Is there a way to erase the settings stored in the iCloud for my Apple ID?

If I understand correctly
So, your language settings are, for whatever reason, saved in iCloud in the Chinese language? Could you not restore your iPhone with your backup, and just have a sighted person go into your iPhone language settings and manually set it to the language you would prefer?
As for deleting your iCloud settings, you could try iCloud.com, but I am not sure how much wiggle room Apple really gives its users.

My preferred language is said to UK English. Chinese is the alternative language

Could you not have a sighted person manually adjust your language on your device after restoring from your backup?
