Since iOS 17, when one takes a screenshot and immediately invokes the dialog to adjust or share it, a large portion of the screen, which I assume is the image part, is now a direct touch area. Unfortunately I can't seem to toggle this with the rotor as usual, and it doesn't appear in the list of direct touch apps. Does anyone know if there is a rationale behind it being a direct touch area, or if it should be filed as a bug?

it's definitely a bug. This happens in multiple areas when dealing with images and attempting to share them. I don't know if it's been fixed in 17.2 beta yet.
A response from Apple Accessibility
I sent a bug report to accessibility@apple.com about the difficulty of getting to the Share sheet to share the screenshot. It takes some doing but you can touch at the bottom of the screen and start swiping left until you find the Share button. The focus sometimes takes a while to stay on track. So anyway, the response I got back was:
