deleting an application

hello folks
I have a problem in iOS8.1, I'm using iPhone5
when I double touch the screen to put any app in the editing mode to delete it, It doesn't work.
is it just my problem? or It's a common, and how can I work around it?
I don't know why Apple still neglects some silly mistakes like this in addition to the bug of not opening the mail attachments

Hi. It's double tap and hold, not just double tap.

A number of users have had problems with the double-tap and hold gesture with apps in the bottom row, above the dock. The solution is to move other apps to the bottom row, causing the apps in the bottom row to migrate upward. Once the app in question is moved outside the bottom row, you can interact with it normally.

Also, remember that apps that are preloaded by Apple cannot be deleted. This now includes apps like Podcasts and iBooks which used to be separate downloads, but are now included by default.

Yes, today I wanted move app ican not to do this.
IAm think have there bug on voiceover.
Somtimes it's work well and somtimes not.
I don't why it's hapened.
