Creating folders in 7.1

Was helping a friend set up an iPad today and have noticed that with VoiceOver enabled you don't seem to be able to create folders. I tried on my iPhone too and couldn't create a folder either. It isn't something I have ever had a problem doing before and I am not sure if they have changed the method or if it is a bug in 7.1. Anyone else had this issue?

Hi, to create a folder, for example, pick whatsapp. Double tap and hold whatsapp. Then, for example, if you want to create a folder with skype, move your fingers on the screen until it says on skype. Release your fingers, and the folder will be created. Note: If whatsapp is in the second row and skype is in the 3rd row, you will need to drag your finger down a bit, then begin moving your finger to the right until you hear on skype. Thank you!

As I said above I have never had a problem with creating a folder before so that doesn't really help me much. That is the method I am using and it isn't working on either an iPhone 5 or 5S or a retina iPad mini.

Creating folders works fine with me. You may need to move your finger a bit accross the screen. VoiceOver will tell you when your about to create a folder.

Ever since I got my iPad Air, my first iOS device, back in December, I have found moving apps around and creating folders to be tricky at best. Indeed, for a long time, I was never able to create a folder when I wanted to, and I would sometimes create a folder when I didn't want to. This is despite the fact that I have vision and can actually see the apps as I am moving them. I eventually figured out a way to create a folder when I actually wanted to. Suppose the two apps are located directly to the left and right of one another. First, double-tap and hold on the app on the left side. Then slowly move right, making sure to go in a straight line, until you hear that the app is on the app to the right. Keep moving slowly, and VoiceOver will eventually say it will create a folder. Now release your finger and you're good to go. I think the problem is that VoiceOver announces that the app you're moving is on the app you're moving to as soon as the apps are overlapping, but that's not enough to create a folder. The app must be pretty much entirely over the other in order for the folder to be created. I suppose this would be more difficult on an iPad since the display is larger, and therefore the app icons are larger. Anyway, I hope this helps. Go slow, and make sure VoiceOver actually says it will create a folder before releasing.

In addition to the suggestions given thus far, you will also hear a funny warbling sound while in the spot where you can create or add to the folder. I also find it a lot more difficult to do on an iPad Mini than on iPod or iPhone. I wonder if it is the screen size that makes a difference.

I turned it off and on again. Not tried on the mini again as yet but the phone is now working as it should be. I didn't do anything any differently so must just have been one of those things.

Hi all, all of the comments previously mentioned work great I do find after updating to 7.1 on my iPhone and iPad Air the screen is much more sensitive and it takes just a little bit more time when placing one app over the other to create folder I have also found that if year app is at the edge of the screen it tends to want to jump to the next page. Hope this helps to John

Hi all. can someone help me move a few aps from one page to the next to put them where I want, in the extras folder? It's driving me nuts that when you reset you lose the folders you had. I understand about things like social games etc,but why did you get rid of my extras folder? lol. annoyed.

This is sluggish and if he but it works just fine on iOS 7.1 on my iPhone 5s it's always been strange

Hi Steve, If you follow @Dvdmth's advice in the comment above you should have no problem creating a folder on the iPad, I had a similar issue and following his steps I solved it!
