I know how to create a folder when moving more than two aps which create a folder. But how do you create a folder without using the apps such as you can do on a windows computer?
I am in agreement, that the only seemingly known way to create folders within iOS is by dropping an app on top of another app to create the folder. I do not even think using Command + Shift + "N" using a bluetooth keyboard would work. Correct me if I am wrong?

It is not possible, even if you create one wit apps inside, once the folder is empty it is automatically deleted.
