Can't move apps from bottom row

I just sent the following message to accessibility@apple.com. But I'd like to know if this bug is just with VoiceOver or for anyone using an IOS device running IOS8 and above.

Apparently this was a bug introduced in IOS8 and still exists as of IOS8.1.1. Any app that lands on the bottom row of a screen (the row above the dock, cannot be moved. When I first encountered this phenomenon, it was with the new Health app, and I thought it was just that app that couldn’t be moved. However, I just purchased an app yesterday that now is in that row, and I can’t move it anywhere. Hopefully this is something that will be fixed to allow us control of our apps and where we want them to be placed on our phones. I’m using a 16GB IPhone 5 with IOS8.1.1 with VoiceOver.

I reported that bug to Apple several weeks ago. At the time, I was using a 16GB iPhone 5 running iOS 8.1.

I have the exact same problem here. Are there any sensible work-arounds for this? I have an open case with Apple a11y and he plans to call me back this Saturday Nov. 22nd to work through some other ideas. Another rep did concur that it was a bug but he apparently only sent it to engineering as an FYI instead of being more critical <sigh>. The guy I'm working with right now wants me to restore the OS but I'm reluctant as I don't wanna lose settings / App data or any of that. That is always a risk even though there are claims that no data loss should occur.

One thing I have done in the meantime is to move other icons around until stuff on bottom row gets pushed off to next page. This is hardly a decent solution but I was thus able to delete an icon I no longer wanted on my phone. Apparently, this doesn't happen when VO is not running. Also, it doesn't seem to happen on my iPad Mini in portrit mode. Not sure why the inconsistency here. But I anxiously await other ideas on this thread until this bug gets enough priority to be fixed.

I have had the same problem until I stumbled upon a workAround that works fine for me.
I have all Apps on one HomeScreen, a few most frequently used ones in the top row, all the others in folders beneath; only the bottom row is empty. Whenever I download a new app, this ends up on the second HomeScreen page. When I move it to page 1, it will end up in the bottom row from where I cannot move it into a folder. So far the bug. Here is the WorkAround:
If I open any folder on my HomeScreen and close it again immediately, I can move the app from the bottom row. Hope this helps. Best, Markus

Marcus, that workaround doesn't happen for me! I'm using a 4S and am quite disappointed that, despite my having written a couple of months ago about this bug and others have definitely reported it, the problem still remains! We don't all have sighted people around to help us to sort the apps when they really get messed up!
I'll report it again, if only to enhance Jane's recent report, and I hope others do likewise.

I tried the opening and closing a folder suggestion, still couldn't move apps from what I call the "deadly row", the row above the dock. I heard from Apple accessibility that it would be fixed in IOS8.2, and I'm sure looking forward to that, my apps are getting to be a mess!

A work around is to: - Tap twice and hold on an App or Folder on a row above the bottom until Voiceover says "Moving App\Folder". Simply then take your finger off Screen and when you touch\swipe to Apps\Folders on the bottom row you will hear VoiceOver say Delete and the name of the App\Folder you are on. Simply then tap to select and confirm you want to Delete. Hope this helps - Works on a Iphone 4S.

What if you don't want to delete an app but really do want to move it?

Incidentally, I couldn't get the last trick to work either.

Too bad we can't copy apps to the clipboard and then drop them somewhere.

Trying to find a work around for this has got to be one of the more frustrating things I've done recently. I spent an hour trying to conquer this last night with very limited success in getting things back to where they were before I started. I hope this is fixed sooner rather than later. Moving apps in general is not as smooth of a process as it used to be.

It's a bug I reported a while back. Keep reporting it to apple at accessibility@apple.com with a 3 page memo on steps and screen shows highlignting every step. Sounds hard and it is but they need as much detail as possible
