In the Phone section of the settings app, you will find a setting to block unknown callers. This will send all calls that are not in your contacts list, nor in your recent calls made list directly to voice mail.
The google call screening will put a transcript on your phone of what the person says. example the phone will ring. It will ask who is calling and why so they might say John i'm with x cable cI'm on the way to install your cable. You will see that than have the ability to answer that call.

Verizon
They have an app call Call Filter. if you use Verizon. Ask your provider if they have one. Companies now suppose to provide this service for free.
