Bug in Voiceover Commands Settings

Steps to reproduce:

1. Go to Settings, Accessibility, Voiceover, Commands, Touch Gestures.
2. Select any of the touch gestures listed here which already has a voiceover function assigned, E.G., 4 Finger Single Tap which has Secondary Activate assigned to it by default.
3. Assign some other function to this gesture and confirm the prompt to replace the assigned function with the new one.

Expected result: The new function should be immediately assigned and should reflect against the Gesture.

What happens: no function gets assigned to the Gesture. Earlier assigned function is deleted but the new function does not get assigned.

Workaround: Follow the process again to assign the desired function to the Gesture.

Yup. Every single time! It always takes 2 tries to assign a new command. I don't think it even matters if the gesture was already assigned. I wonder how many people give up when it doesn't work the first time. At first I thought it was just me, but then realized the same thing happening over and over again on several different devices over several different versions wasn't likely to be a bug only I experienced.
I'll have to see if I can find any record of my reporting it to Apple. If I didn't, or it's been a while, I'll send another E-mail to accessibility@apple.com today.
