You will need to insure your rotor is set to "Actions." You can do this on the display by pressing space and dots 2-3 or dots 5-6. Space with dots 2-3 will move you to the previous rotor setting, while space with dots 5-6 will move you to the next rotor setting. After moving to the "Actions" setting, press space with dot 3 or dot 6 to flick up and down, respectively.

By the way, there may be keys on your display, that when pared with an iDevice, perform certain functions. I use a Brailliant, and I have some keys that will move the display to the next rotor setting or perform the flicking gesture. It might be a good idea to go into the "VoiceOver Practice" area when your display is pared to learn what the function that extra keys perform when your display is pared with your iDevice.
