I'm staying with a family member who doesn't have a stable internet connection, forcing me to use my data. In this area I get 3g. While trying to stream netflix or youtube, the video pauses and restarts every few seconds. Having said this, what is the best way to watch netflix and youtube using this type of connection and not be forced to restart the video?

Low quality?
See if there's a low quality option somewhere... If not you might not have much of a choice. 3G isn't too stable with high quality video streaming, sadly.
