To attach a picture in Mail on iOS, compose an email, double-tap the message body text field, followed by the "Expand toolbar" button, and if the picture is in your Photos library, double-tap "insert photo," and locate the photo. If the picture isn't in your library, double-tap "Insert attachment," and locate the file using the file picker.

Do you see the "Expand toolbar" button? I believe the toolbar is hidden by default, but this button should expand it.
