Hello. When an app isnt available in one store ,can I change to another country's store?

Hi! There is only one way I know of that you can buy apps from another App Store, and that's to be authorised to use more than one. This is not the case for me, but I understand that you need a separate Apple ID for each store, with a postal address in each country whose App Store you want to use. If you try to buy something from another country's App Store without being authorised to use it by setting up a second Apple ID, you won't be able to make the purchase in the store you don't have the Apple ID for. I can't think of any other way of using the App Store of a different country from the one you are in and whose App Store you already use, other than setting up another Apple ID as mentioned above.

no, I want to only download free apps and when an app isn't available, it asks me if I want to change to another store

It makes no difference whether an app is free or not, you can't buy from another App Store unless you're authorised to do so, as I already explained. If you say yes when you are asked whether you want to change to another App Store, you will then be told that you are not authorised to use this store, unless you do what I suggested in my first reply to your question.
