After dictating a message, using Siri, Siri stops, reading the message and then continues reading it again from the beginning. I have found that I can duplicate this problem. I am using an iPhone, 14 Pro Max, running iOS 17.2. I believe for some reason the microphone is still engaged. Sit yourself in a quiet room like a bathroom, use Siri to send a message to someone, after Siri start reading the message make a noise or say something. Siri will stop and then continue reading the message again. Every time you make a noise or say something Siri will stop reading. I have duplicated this 20 times already. Whom do I send this bug report to?

I have experienced that issue.
However, what is frustrating me the most is when I am using the dictation button on my keyboard to dictate an email or a text message.
I double tap the screen and nothing happens. It doesn’t stop dictating it doesn’t do anything I actually have to press the lock button on the side of the phone to lock it to get the dictation to disengage and actually be able to read the text once I unlock the phone again.
There are multitude of issues with OS 17.1.2
And I don’t like it either.

Apple accessibility. email is Apple Accessibility accessibility@apple.com. Sad that alexa does not have this issue. Apple copy the same thing regarding listening after she sends the message and she listens. Echo does same but no issues. Go figure.

Not a fix, but a work-around of sorts, when this happens in the future, say 'Review', and this will (usually) get Siri to read your message and prompt you to send or change it.
