I finally upgraded my phone to the 16E. I now have access to the action button, and Apple intelligence. How useful are these features? Is Apple intelligence worth playing with, and using? Should I keep my action button set to sielent mode, or use it for something els? How would I turn off sounds if I change what the action button does?

You can toggle silent mode on and off via Control Center. You can also get a shortcut that will allow you to ask Siri to toggle silent mode on or off. Link below. The shortcut will be the very first one on the page. Enjoy.
