Pen-Friend with NFC capabilities of IOS?

So, you have this pen-friend device, costing extra, whereas your IPhone comes with builtin NFC reader.
I am surprised someone hasn't already created an app to completely replace Pen-friend with off the shelf NFC stickers costing literally nothing on Amazon and an IOS app.
Here's what the app can do: read the NFC tag, offer a dialog box after recognition, if there's a saved announcement/recording associated with whatever the tag already has, speak it out, with either TTs or play the audio recording.
Right within that dialogbox, offer record buttons and edit box to change announcements associated with said tag.
Yes, pen-friend is way easy, but it's an extra plastic thingy to be charged and to be carried around. Whereas your IPhone is bound to be with you all the time.
Now, I realize that off the shelf tags might all have same things written on them in beginning, so the app might have to write a serial tag of it's own while tagging a tag for the first time.
I am investigating the IOS shortcuts app for this, but if someone somewhere know about something just like this, please save me some time and please let me know about it ASAP.
Also, does IOS allow 3P apps to be triggured after detecting a NFC tag?
I am guessing it's going to mess up with those who use NFC for payments, which I don't currently.
If having that app service running all the time is going to mess with payments, then may be let it only work when the app itself is open and rest of the time let the payments app do their job. I can assign it to open with backtap or action button or whatever.
Thank you for reading.

Not RNIB directly, but the app concept you're describing is exactly what Wayaround is. Not only that, but you have custom datafields when creating the labels - clothing tags, for example, can have size, color/color combinations, washing instructions, etc. They use NFC tags that come as stickers with strong adhesive, clips, and washing machine-safe sewable buttons. And hte prices for the tags aren't that far off from off the shelf nfc tags, though you definitely want to get these for their improved durability. And no, it will not screw with Apple Pay.
