I am thinking about purchasing an iPod Touch or iPad mini. Where is the best place to get these items and are there any price deals on for them? Also, what other things should I know for just starting out?

There are lots of places where you can purchase any iOS device. You can check out the iPod touch or the iPad Mini at an Apple store near you. Best Buy also has lots of Apple products. I would consider getting the iPod touch 6th generation or the iPad Mini 4 since those devices are supporting iOS 10. Also consider purchasing the iPhone at a phone carrier near you just in case you are travelling and want to be in contact with friends and family. You could also check out the Apple Store online. Hope this helps and good luck!

I've had my ipad mini 4 foh a few months.

My advice is to go to an Apple Store & buy it direct from Apple. I'd go play with a mini 4 at the store & then see if they have any cybermonday deals. If you buy it from apple, youll get applecare )which is a must-have!) & they'll put the latest OS. on for free! It may be more expensive, but in my opinion, it'll be worth it.

As to what device to get, get an ipad mini 4. You'll be able to have your music as you would on a touch, but you'll be able to do more. You'll have acceis to more apps.

Don't get a case from apple. Stick to this site, & I'd ask if there's a hotline foh people to call where you live for people souch as yourself that need help with accessibility.

The techs may be able to teach you some things, (the one at my store spent 90 Min. with me), but you'll have to figure a lot of things out yourself. I was thrown into it because my braille device was jaken from me $ we're trying to obtain another one. I relied on apple techs, the accessability line, & just me tinkering & other resources souch as applevis.

Whatever device you choose, get the latest, because it'll have better more up-to-date hardware & it'll be kept up-to-date in terms of the latest OS.

I wish you luck & have fun!

Personally, I would recommend the purchase of an iPhone as opposed to either the iPad or iPod, due to the fact that the iPhone can do all that the iPad and iPod can do but you will also be able to utilize the conveniences of the telephone part of it. If you are only able to afford one device, then the iPhone will give you the most for your money. There is certainly nothing wrong with the other devices, it's just that my personal preference is to have one device do as much as possible.

I'm in full agreement about an iPhone, but keep in mind that if you go that route, you may be subject to a contract, so make sure right up front that it's something you can afford every month. and because an iPad Minnie can also receive phone calls, you may also need a contract for that as well. If you have an iPhone you can answer your phone calls on either the iPad or the iPhone which can really be handy at times. Either way, I do agree that since the iPod touch isn't really in Apple's product line nowadays, an iPhone or an iPad may be a better option.

Buy the phone direct from Apple, if an iPhone is what you want. You can then take it to any carrier and, since you're not leasing the phone, they cannot force you into a contract. It's more expensive at the outset, however you save a lot of money in the long run not paying carrier premiums on your supposed "leasing" of your device.
That being said, if an iPhone was wanted then I suspect the original poster would have asked about one. For iPad vs iPod Touch, let me say this: if you're intending to get an iPhone somewhere down the line, the iPod will give you the closest experience to the iPhone. The iPad Mini, though, might be better if you intend to use the device for work or school, as you can run apps side-by-side among other things. Were the choice up to me, and all other considerations being equal, I would go for the iPad (whether Mini or otherwise) over the iPod. Be sure to get the latest generation though (for the mini, that would be the 4th generation).
