Currently in iOS 13, their are some speakers, which use a specific Bluetooth chipset, or codec, which allows for Voiceover speech to be directed to the iOS device/handset, rather than to the Bluetooth speaker for the world to hear. While more devices, or a complete over hall may be coming in iOS14 to have this same desired option, this is not yet known (public knowledge). This post is meant to be a list of speakers which are known, which may be a good resource for helping one to choose which speaker to purchase which do not stream Bluetooth Voiceover speech, while the audio rute is set to the default. I have expirience with "Bose SoundLink Revolve+ they supports this Voice Over audio rooting feature. My problem is the Voice Over sounds is loud when they heard from an iPhone at self.

Hello, this is just a warning for Sey. The JBL charge 4 isn’t that good compared to the charge 3. I have made the mistake of purchasing the charge 4, The speaker only has one speaker built-in and it really isn’t too waterproof. I used it in the pool a few times and the speaker was badly damaged in the pool meanwhile it says it is IPX seven waterproof. try JBL charge 3, it is waterproof and it has stereo sound. Plus it’s a little bit more cheaper and I’m sure it supports voiceover routing to your phone.

The Anker SoundCore 2 also has this feature. I'm guessing that many more speakers from Anker might also support this, but not owning them all, not 100% sure. These aren't Bose speakers, but for the price, their pretty good decent little speakers.
Tribit XSound Go
It is now $33 on Amazon. It has tactile buttons for volume and pause/next song. There are two built-in left and right speakers. This is a great podcast or shower speaker because it is waterproof. But it doesn’t have a full enough sound for extended music listening.
The only problem is that it has a poor mic, which doesn’t pick hup ey siri very well. And this might apply to all speakers above with a microphone, but when Siri is invoked in any way, the sound of voiceover returns to the external speaker and you need to go back into the rotor to change the sound back to default audio route, so that the sounds of voiceover and podcast are again in separate places.

The jbl flip 2 and jbl flip 3 have this feature. However, for some reason, voiceover sometimes recognizes the speaker as headphones and plays directly through the speakers, but generally voiceover comes through the phone connected to these speakers.

Hi, I personally wish this feature was a choice, because I have trouble focussing on voiceover when it's coming through the handset, just too tinny for me, not to mention the volume fluctuations. Alas, I'm drifting off-topic... But all of the Bose speakers have this "feature", including the soundWear, which is a cross between a speaker and a headset, so if music is playing around your neck, it makes voiceover tougher to hear when voiceover is coming through the handset. Also, my problem with these speakers that force the routing of voiceover through the handset is I often take my Bose neck speaker into the other room, and when notification sounds are forced through the handset instead of the neck speaker, I miss the notifications, blah. That's not a voiceover problem, that's the iOS 13. I can understand why people like the feature, people who use actual speakers, and not the neck speakers like I use, and don't want voiceover piped out to the world, but I do feel like Apple could give us a choice of where all audio, voiceover and otherwise is routed, and also implement this "feature" better, I find major fluctuations with this feature. But if you're looking for a waterproof speaker that has this, bose makes the SoundLink Micro, I think it's $99.
Tribbit Max BBoom
The Tribbit Max Boom also seems to default Voiceover to my iPad, as does the JBL Charge 3. I really like this feature, since it still allows me to hear VO even when the speaker is streaming audio. Also, I think what's happening here has more to do with the iOS than with the speaker. Thanks.

More Bluetooth speakers to add to the list and then some.
OK, the list of Bluetooth speakers that I have that supports voiceover routing to the phone or iPod touch or whatever, is, The Amazon tap which is no longer carried on Amazon, Soundfreaq Sound Kick 2 Splashproof Bluetooth Travel Speaker, and Logitech Bluetooth adapter that plugs into the wall and you can plug-in wired speakers to make it Bluetooth.
That’s all on the list of Bluetooth speakers that I have that supports this feature.
Audio routing on Bose Soundlinkk mini II

Since almost a month I use the Bose Soundlink Mini II. What I'm unfortunatly notecing is, that the audio routing feature works very well, if the battery level is high. But if it lowers a little bit, voiceover unfortunatly recognizes my Bose speakers as a headphone and stream also the voiceover on the voice on the speaker, which is very anoying, if you're for example the DJ on family or with friends.
So my question is, is there a feature in the VO settings to stop Voiceover from streaming it's own voice on the speaker?
I think this is supported on all Bluetooth devices.
If you go into the info panel for your Bluetooth device, you can set the device type two headphones to have voiceover be rooted through the headphones/speaker. Setting the device type to speaker, will not root voiceover through the device and will root it through your phone.
I personally don’t mind voiceover coming through my iPhone speakers when playing media on a Bluetooth speaker, but one thing I wish I could do is if I’m using VoiceOver, press the volume buttons to increase VoiceOver volume, but if I stop using VoiceOver, hit the volume button to adjust media playback.
