If my memory serves me there wasn't much accessibility wise in the third generation Touch. It did not have Voice Over, no magnification, and not even a camera for visual assistance.

The IPod 3 is fully accessible. It can only be upgraded to either IOS 5 or 6. I can't remember which though. It is very slow but does work. And yes it has no camera but I don't think that is too important.

Something very confusing about the 3rd gen touch is that there will 3 size options, 8, 32 and 64. However, the 8-gig version is basically identical to the 2nd generation touch which did not have a fast enough CPU to support new features of iOS 3 and 4 like multitasking, or more importantly for you, VoiceOver. This being said the 32 and 64-gig models have Voiceover and can run iOS 5, nothing newer. They also lack a camera and you will need a headphone with a microphone to use any apps that record audio (the supplied apple headphones will work just fine for this)

I was thinking that all of the third generation were not able to support Voice Over. I'm glad to be corrected.
