I think "Wi-Fi model" means the Wi-Fi only version of the device. You could always look up the serial number. I'm not exactly sure how to check it, but I assume that if an iPad has cellular capabilities, it will have an IMEI number like an iPhone. I'm not sure. But at the end of the day, there's always Apple support.
on a Cellular iPad, in the settings app, their is a listing called carrier. in my case, when I used to have a cell iPad, VoiceOver said, carrier, Bell, since that was my carrier. also, you'll have a cellar data number which your carrier gives you when they set up your SIM card.
