So when out of the case the iPad locks just fine, but when I have the keyboard connected and closed the iPad won't lock. VoiceOver continuously keeps saying the time and how ever many notifications I have. How do I fix this? Also is there a way to make the track pad use the same gestures as on the actual screen? I tried the VO clockwise turn on the track pad I would have done on mac, but no luck.

I suppose this is a Logitech keyboard. It is a known issue with VoiceOver and Logitech keyboards. I have as well as many others contacted Logitech to find a fix for this problem, just another example for a manufacturer who does not care for accessibility. Also I did contact Apple Accessibility and they informed me that they aware of this issue, this has been a problem for a while so I do not think Apple would fix this just like many other longstanding accessibility bugs.
When you lock your iPad screen, just triple tap the power button to stop VoiceOver, this is the only thing that would work for you.
