Hello everyone,
I've been scouring the site and I've seen plenty of people talk about the panning issues present on iOS 16.5. My question is, are these issues present on the iPad as well? I'm about to get one and I'm wondering if this will be the case there.

Hello! Certainly. Basically, using a braille display, reading Kindle Books or other apps like it, when you reach the bottom of the page and it auto scrolls to the next, panning is broken completely. You will not be able to pan in any way until you relaunch voiceover. This is at least the case on the iPhone.
A Small Update
Hello there,
My iPad will arrive today, but I do have a small update on the iOS side of things. I updated to the iOS 16.6 beta and the panning issue is, blessedly, fixed. So if you're like me and you hated having to manually turn pages cuz it broke the flow of reading, which yes, I know is weird cuz if it was a physical book I'd have to do that, then you have this work around.
