Braille Display Keeps Jumping to Top of Text in iOS

I am experiencing a very frustrating problem with multiple types of braille displays when connected to iOS.

When I am reading text, the braille display jumps to the top of the text. It happens with various iPads and with various displays.

Does anyone experience this?
