I just tried it on Libby, the US Public Library app, and panning works, probably because chapters in its accessibility read-aloud and Braille mode are treated as text chunks, but autoscroll is exhibiting the same behavior.
I always state this if it isn't reported it can't be fixed. More over if only one person reports it it is harder to reproduce. Things to keep in mind:
1 be specific.
Example in books it did x
expected result was?
Take nothing for granted. Be as detailed as possible.
State the model of display you are using
example focus 40. or Orbit reader 20.
