Voiceover Skips Pages When Reading PDFs (FB14496130)

This is my Mac OS Seqoia Public Beta 2 report. I'm using the second public beta on an M 1 Macbook air. Please report similar issues for a faster fix.

When reading pdfs on preview with VoiceOver, VO sometimes skips pages and come to the end of the PDF document. Ä°t happens randomly but I discovered that it usually happens when VO encounters with a heading after it reads the previous content. Reproducing the issue can be difficult, as it happens randomly and unexpected times but here are the steps.
Note: Ä°t seems that this bug especially occurs with PDF documents exported from the Pages app.
1. Open a long pdf document. The pdf document should be completely accessible with VoiceOver.
2. Ä°nteract with the document and start reading it with VO+A. Voiceover will start to read the document as expected.
3. After some reading is done, Voiceover may stop the reading and will pass through the pages in lightning speed without reading any content and come to end of the document. This may not happen immediately, it may take several minutes or half an hour to occur.
