Impossible to turn on Voiceover after enabling developer mode until the phone is unlocked

I took the plunge and installed the iOS 16 public beta on my iPhone 13 Pro Max because I guess I just love living dangerously.

Anyway, this is a little heads-up to anybody enabling developer mode for the first time for whatever reason. After restarting, Voiceover will be off, and it won't come back on until the phone is unlocked, so best have a sighted person nearby if you decide to do this. I'll admit, I didn't check if Siri would turn on Voiceover for me, so perhaps another fellow guinea pig could include that in a bug report if you decide to try this out. Good news is that this bug doesn't seem to pop up after the first time. I've disabled and enabled developer mode multiple successive times with no issue. I've sent the bug through feedback assistant.
