to get a developer account, go to developer.apple.com. then go to enroll. their is lots of info you have to provide, namely your address, phone number, payment method, and to successful get a developer account requires two factor authentication turned on for your Apple ID. let me know if you have any more questions.

As for getting a developer account, I'm not sure. Your best bet would be to do a google search with this topic as your search query.
