Is there any way I can learn how to develop an accessible universal app for iOs in which background music in any program (movie/tv show etc) can be muted/volume adjusted with buttons/sliders built in the app.. This is a very serious situation in todays century especially with elderly people who have a difficult time hearing sound/spoken dialog while the music in a movie or show is playing

Volume Control
This would be a great idea, but where you might face limitations is with the app being used to play sound or video. Apps such as Youtube and the TV app will only play the content if you are in the window of that app. Others such as music or a podcast player such as over cast will let you go out of the window to other apps or lock the screen so the universal volume control you are mentioning would probably work for these types of apps, but would not work in an app where the video needs to be on screen. Switching to a universal remote app would automatically pause the content.
Very Cool Idea
There are a number of tools available to separate audio into its constituent parts. People have been able to isolate vocal, or specific instruments from recorded music, for example. So, the general idea works.
But these approaches do offline processing, so far as I know. The media is fed through and out comes a new file with the desired track.
I wonder if it would be possible in real time, and given the incredible performance of today's computers, maybe.
