How can I even begin the process of building an app

Hey,
I want to build an app designed to help with teens mental health. I know exactly how I want all my content laid out just don’t know how to code as a blind person. Can’t find any accessible coding apps. Also, since it’s a health care app, do I need to get a special license or something? I need all the help I can get
