I am from Russia, we have an unpredictable economic situation now, so I decided to retrain as an iOS application developer, such a profession gives much more independence and freedom.
I myself am a lawyer by education.
When I worked as a lawyer, my main working device was only an iPad Pro 12.9 2021, I don’t have a MacBook.
They say that now many applications can be developed using Swift playgrounds 4 on the iPad Pro.
Can you please tell me how true this is? Or is it impossible to do without buying a MacBook and a full-fledged Xcode?
Is app development available with Xcode for Mac with VoiceOver?
And most importantly... I don't know where to start... What should be my algorithm for the first steps and actions, given that I have a specialized legal education.

Xcode on mac
I can't speak to developing apps on iPad, as I am an iPhone/Mac user.
I can say that I have successfully developed an app on my own with Xcode and VoiceOver, and I am totally blind.
The only part I had trouble with was the icon and I got someone to do it for me, but I am told that this part too can be done if you get someone to draw the base icon.
What would you want your app to do? I think that's the first thing you need to figure out.
