Description

Using the "drag" action in the VoiceOver rotor to rearrange app icons on the Home Screen often does not work as expected.

Specifically, when attempting to drag an app icon to a new position and place it before or after another app, the dragged app frequently ends up in a folder with the target app rather than moving to the desired location. It's also been reported that on occasions some drag action options, such as “place before” or “place after”, may not always be available.

Steps to reproduce

  1. Enable VoiceOver.
  2. Navigate to a Home Screen page with multiple app icons.
  3. Move focus to an app icon.
  4. Set the VoiceOver rotor to Actions.
  5. Flick down to activate "Edit". Double tap to enter edit mode.
  6. With focus on the app icon, flick down to "Drag" then double tap to grab the icon.
  7. Move focus to a different app icon.
  8. Flick down through options and double tap "Place before" or "Place after".

Expected: Focused app is placed before/after the dragged app.

Actual: A folder is created containing both apps instead of moving the icon.

This inconsistent behavior makes precise placement of icons difficult for VoiceOver users editing their Home Screens. The dragged icon should move to the expected location rather than improperly creating a folder.

Instead of using the VoiceOver rotor drag action, users can rearrange icons using the manual drag gesture:

  1. Navigate to the Home Screen page with the icons to be moved.
  2. Double tap and hold on the icon to be moved with 1 finger. VoiceOver will announce "start editing" to indicate drag mode is available.
  3. Keeping 1 finger held down, drag the icon to the desired new location on the Home Screen. Icons can be dragged left, right, up, or down.
  4. Once the icon is dragged to the target spot, lift the finger up to drop the icon in place. VoiceOver will confirm the action.
  5. Repeat steps 2-4 to continue rearranging icons as needed.

This manual drag gesture method consistently moves the selected icon to the desired location, rather than incorrectly making folders like the VoiceOver rotor drag action.
