iOS 18 added the ability to place app icons in any grid position on the home screen, rather than a fixed order starting from the top left.
While you can drag icons into any position with VoiceOver using the method of dragging your finger around the screen, the method using the Drag and Drop actions in the rotor does not allow you to choose any grid position.
Enable VoiceOver.
Go to the home screen and place focus on an icon you want to move. Ensure there are several empty spaces available on the home screen..
Select Edit in the actions rotor menu.
Select Drag.
Try to move to an empty spot which is not directly before or after another app icon. You cannot do so.
You can only select options to Drop before or after another icon.
Place focus on the icon.
Select Edit in the actions rotor menu.
Double tap and hold on the icon, and keep your finger on the screen.
Drag your finger around the screen to find the spot where you want to drop the icon.
Lift when you are in the desired location.
