if you have Safari configured so that its address bar is at the top of the screen, you cannot use a Bluetooth keyboard or braille display's keyboard to enter text in to the address bar

1. with VoiceOver running and a Bluetooth keyboard or braille keyboard connected, go to settings>Safari, and under the Tabs heading, change this to Single Tab.
2. Navigate to Safari's address bar and attempt to type in it. You will find that with either input method, it does not work.
