Apple has today released OS X El Capitan 10.11.2, bringing with it a series of bug fixes and improvements.
According to Apple's release notes via MacRumors, this update improves the stability, compatibility and security of your Mac and includes the following changes:
- Improves Wi-Fi reliability
- Improves the reliability of Handoff and AirDrop
- Fixes an issue that may cause Bluetooth devices to disconnect
- Fixes an issue that prevented Mail from deleting messages in an offline Exchange account
- Fixes an issue that prevented importing photos from an iPhone to a Mac using a USB cable
- Improves iCloud Photo Sharing for Live Photos
At the time of posting, one change that we know of for VoiceOver users is a fix for the bug in Mail where messages would sometimes display oddly. Messages may take a second to load, but they should now always open as expected instead of landing the user on a scroll area or toolbar.
As always, please remember that we are unable to test all apps and use cases--so it is entirely possible that you may encounter additional changes or fixes in this release. If you do, please let us know below in the comments.

I just updated, and I am not seeing all of the bugs that were mentioned. For instance, I tried to reproduce the quicknav bug mentioned in the accessibility bugs for 10.11 post, and I didn't get it. The new line not speaking bug was reproducable, and thus far, I have not had voiceover duck instead of media with audio ducking. I am using Alex though. I have not yet tried anything in mail, and I do hear the clicks in text fields. The password bug has not reproduced.
I have just upgraded so I do not know what to expect, but thus far, I like 10.11.2. So in my opinion, I think you could probably safely upgrade.
The quicknav and password
The quicknav and password bugs depend on which Voiceover modifier you use. El Capitan offers a new option to use the caps lock key as the Voiceover modifier in addition to or in place of the control and option keys. If you use caps lock instead of the standard control and option keys, you will not be able to toggle quicknav in Safari and Voiceover will behave oddly in password fields. You can avoid these bugs by using the control and option keys as you would in previous versions of OS X.

I personally have use capslock as voiceover modifier turned off. It has been more problematic than useful.
