Files (formerly known as Downloads Lite) features a Web browser that lets you save documents to your iPhone or iPod touch so that you can work with them offline. It has a built-in file manager, with robust viewer for all iOS supported document types, powerful photo browser, advanced PDF reader, full Dropbox support, and more.

NOTE: This app does not support downloading of audio or video content.

Accessibility Comments

Really accessible. Some unlabeled buttons here and there, but overall, it's pretty usable.
In the Browser tab, the controls are at the bottom, at least on my iPhone 6S. There is an unlabeled button, somewhere in the controls, that pulls up the address bar.
I checked all the other tabs, and they look clear of unlabeled buttons. But as AppleVis said, not every device can be tested and they won't possibly have the same interface. So keep in touch if accessibility ratings must be changed.

VoiceOver Performance

VoiceOver reads all page elements.

Button Labeling

Most buttons are clearly labeled.

Usability

There are some minor accessibility issues with this app, but they are easy to deal with.
